It might help get the signal to your console. The main issue is your slow internet service and the fact that your router is in the basement. I would check with your internet provider to see how many Mbps you are getting and if the router has WiFi capabilities, I would move it out of the basement and to the first floor close to a window. That allows the WiFi signal to have less interferences. Doing that and using the extender should help.
