All lights will be on once a device is connected to it. You will know it’s working when you see the name of your network_2G EXT as an option on a device.

Yes all four lights should be green on the device especially if you are using your phone to operate the lights. 
You can check to see if the device is connected by turning the Wi-Fi on your cell phone. If it is connected you will see your home Wi-Fi but with an ext name,ie 2.4 or 5g
