“Does this system require a wi-fi system? I am looking for a system that can use a cell phone app to view and check, but doesn't need a Wi-Fi system installed to make it work.”

Yes it runs off of your home network (WiFi) but you can view the cams using your smart phone and you do not need to be on WiFi

The base station is the wifi receiver for this system, a separate one is not required. Apps for android and IOS are available. You can't run the system via a cellular connection only.

You will, however, need an internet connection to connect the base station to so it can record to the cloud and allow remote viewing. While away from the site with cameras, you can use your cell phone (with or without being connected to wifi, i.e. connected to cell service only) and remotely view the cameras.
