Not certain what you're asking. The router on any network provides Internet access to any device that connects to the network. If there is no other device, then there's no need for a network in the first place. But the only thing that is required for this to work is power. You can have a network without an Internet connection, although there's very little need for a network without an Internet connection. But if all you want to do is network some computers in your home, and not provide any access to the Internet, yes this would work.
