“I am in an area where i do not have access to wifi easy. i was wondering if this could pick up hotspot connections from Spectrum hotspots 200+ft away so i can use my laptop or smartphone wifi. or can you tell me what i would need to do this?”

Doubtful. It uses your connection with your security code WEP and is for the distance of your house, no further and not with a lot of obstructions. If you have troubles getting wifi to begin with, the extender would have nothing to work with. It only extends easy to obtain signals, it does not search for signals.
