“I have several routers and 7 different WiFi networks. Some are stronger in some areas and weaker in others. If I buy one of these how does it determine which of my WiFi networks to boost? Does it pick the strongest signal or do I program one in it?”

This scans for Wi-Fi networks allowing you to select which one you want to use. If your multiple networks are sharing the same SSID, then there's no way to guarantee which one it will connect to.
