Yes, if the wire is coming from another router. This is an extender - it can extend your network wirelessly or by wire ( as an access point like you are suggesting). Keep in mind when you connect through wire, it will create a separate network whereas wirelessly, it would have extended the same network that is already in place from your original ISP router.
