“I bought this router and used it in a rental apartment and it worked great. I moved it to a rental condo and got Cox internet and it wouldn’t work. No modem. For the price why does it not have a built in modem. Now I had to rent a modem/router. Useless”

It is a router. For most cases you will require a modem. It is not useless. I am not sure how you connected at the apartment except maybe you piggy-backed on someone else's WIFI.
