A cable modem is required if your ISP provider is a typical cable provider over coaxial wiring. The Orbi does not have this function as it is only a router, not a modem. There are products out there that are combination modem/routers but this isn’t one of them.

Netgear does however offer the Orbi CBK40, which does include a cable modem and a satellite to provide mesh networking. The added advantage of this is that if you already currently leasing a modem from your ISP, you will no longer be required to.
