• No..you have to have internet service period for any router to work..

• While you certainly have the option of purchasing a router to connect your personal devices, you will not be able to access the Internet without a subscription through an Internet Service Provider. Routers can only transmit what they receive. (NOTE: The Orbi router requires a direct Ethernet connection to a modem as well as an ISP.)
