Yes, this product should work as what you are describing is exactly what we had trouble with and needed help correcting. Our DVR and computer system is on 2nd floor. We installed this unit on the ground floor and it made our outdoor cameras work perfectly! Hope that helps!

Otherwise they should work across rooms and circuit breakers without issues though bandwidth will decrease proportionally to the distance between the adapters. To give an idea, the bandwidth will 90% of nominal within 10 feet, but between 10% and 50% at 500+ feet. It depends on the bandwidth requirements for your mobile app and the resolution of your cameras.
