Yes each Powerline AC1200 must be plugged into a 110-volt receptacle and the internet cable run form the AC1200 to the modem and computer.

It is not anywhere near Gigabit speed, if you want 30Mbps speed it will work but NOT anything fast or as advertised as 1200mbps! - To answer your question, yes plug one into the wall and your computer and the other in the wall and to your router/modem, its a pack of two.
