Yes, you would need an internet connection for the router to work. The router would be like your internal network and just gives you the ability to broadcast your internet throughout your house, so you would be able to use it on more then one device.

No...it will still work as a router for file transfers network printers and what not without internet. But if you want internet then you will need internet.
