• Yes, you can delete Mariokart 7 from the system, but it's the same game regardless, and it's free, so you're just throwing your money away if you also buy the cartridge.

• Yes, you can delete the software (the game), and if you register a Nintendo Network ID to your 2DS then you can redownload the software at another point if you so choose. Alternatively, if you would like you could keep the downloaded game AND still be able to play your cartridge game.
