“If I add a memory card to the camera (instead of using the cloud) and want to view it later on my PC, is the stored video in an MP3 or MP4 or MPEG format? If not, what do I need to view it?”

Thank you for the question and happy to support. If you were to install a memory card you are able to remotely access via the App or pull the card and review on the device of your choice.
