I can't speak to the specifics of the 55-200 vs the 70-300, but unless you are planning on always using a tripod, stick with the VR lens. I have the 55-200 non VR and the 70-300 VR. I have better luck with the VR lens every time.

The Nikon AF-P lenses use a pulse motor (utilizing stepping motors) while Nikon AF-S lenses use a Silent Wave Motor (SWM) and both types are designed with portability and quick focusing capability in mind. When used with the Nikon D5600 both lenses will work beautifully but each has a different focal length, so if you are looking for more reach you will want to look into getting the AF-P DX NIKKOR 70-300mm f/4.5-6.3G ED VR lens. If you want something that is good for portraits and close-up shots you may prefer the AF-S DX NIKKOR 55-200mm f/4-5.6G ED VR II lens. Both lenses are a perfect addition for any growing camera bag.
