“This lens is sharper than the 70-300 f/4.5-6.3 AF-P DX version on paper, but it never seems to receive the praise for sharpness that the DX version does? Will a D7500 with its DX sensor, achieve sharpness equal to the much cheaper DX version? Thank you.”

I'd say no. The optics in each are optimized for that particular sensor size. Why isn't it promoted more? Nikon wants full frame users to buy more expensive 70-200/2.8 or 70-200/4. That's my guess.
