Yes it will, but I don't recommend it as it will slow autofocus to a crawl and the image quality will be poor. I only recommend the Nikon TC-14E III for the 70-200mm f4, but the TC-17E II is "ok" but still too slow to focus. Sorry, you need an f2.8 zoom for this TC-20E III or an F4 prime lens like the 500mm f4 VR.

When using a teleconverter you lose one stop of light for every 1x of magnification. This amount is determined by the teleconverter. For instance, the AF-S Teleconverter TC-20E III 2x Extender Lens will have 2 stops of light lost for 2x of focal length gained. This can reduce overall sharpness and speed, however, you can combat this by having a lens with a fast aperture and a DSLR that has f/8 support, like the Nikon D750 or Nikon D850 that you're mentioning. Best rule of thumb is to use a small teleconverter with a lens that has a super fast aperture (2.8 or faster) and a camera with f/8 support for maximum sharpness and fast focus.
