“Can I use any USB cable to upload pics to my PC or Surface 3 or do I have to use the cable that came with the camera? There are no instructions given”

You need to use the cable that comes with the camera.

Do not use a USB cable other than the UC-E21 cable that is provided with the Nikon COOLPIX P610. Using a USB cable other than the UC-E21 could result in overheating, fire or electric shock.
