Battery can be charged when exhausted or when the yellow flashing light comes on, however charging a fully charged battery could cause damage to the battery. See the Reference Manual for more details.

I purchase a spare battery with any camera to ensure that I always a camera that is ready to use. You can also purchase an external charger, if you like.
