The Nikon COOLPIX W300 digital camera does not have a PSAM mode dial that will allow you full control of the shutter speed, however, it does have a couple of Scene Modes which provide a slow shutter release. For a Nikon COOLPIX that that allows the user to have more control over the shutter, check out the Nikon COOLPIX A900 digital camera.
