“I used to have have D3500 but now I want to upgrade to D5600. I still have the lens for the previous camera, is it possible to buy D5600 without lens and use my pervious ones, will that help with the price of a camera”

Yes 3500 and 5600 camera bodies both have the F Mount for lenses so they should be able to be used on both.
