• No, it does not. In fact, bolting it to the counter would be a bad idea, because then you wouldn't be able to turn the appliance around for cleaning.

• Not at all, it flips and stores nicely. It isn't very heavy weight. You may want to unplug before you flip since the plug sticks out some, but it really saves counter space,
