• No. You do not need a WiFi connection to play games. Yes it plays DS and 3DS game cartridges.

• WiFi is only required for system updates and the Nintendo store. You could play this system and never connect it to the internet (it will never require an update to play a game). The games are distributed on cartridges and this system plays DS and 2DS/3DS cartridges.
