A:AnswerFrom the many different independent reviews I've read on other sites. It seems that pedaling IS required to reach 28 MPH. Pedaling triggers the cadence sensor which tells the motor to go top speed.
Having said that I don't own the bike myself and can't verify this in anyway. Although I do hope to one day buy one.

They have an absolutely horrible repair policy and all parts are proprietary so a bike shop can't help you as I tried to have it repaired at my local shop when I realized how difficult NIU was to deal with.
