What is the top speed WithOut the app? null

I got it up to 24 mph going down a hill, flat about 17

Without the app you can only use Eco Mode, which is capped at 12 mph. I would definitely use the app to unlock standard mode with a max speed of 17.4 mph. You only need to unlock it once, then you can delete the app if desired.

It feels like 15 I haven’t test it out with an app
