Can we block a private / unknown call in this phone null

Couldn't find a carrier to activate it with. Tried 2 different ones, paid the non refundable $50 activation fee for both sim cards and neither of them worked with it and couldn't be activated. Also, the IMEI number is not accessible without dialiing *#06# into it.
