This will work with any provider that supports the following bands: GSM: 850/900/1800/1900 WCDMA: Band 1, 2, 4, 5, 8 LTE: Band 2, 3, 4, 5, 7, 12, 17, 28, 38

I’m not entirely sure if it is region locked. But I know you could use it with almost any carrier. The best bet would be to call/email Nokia regarding that question or see if on their website if they have a compatibility list :) Hope that helps a bit

As long as the broadband frequency being used in Mexico or other countries are met then it should work no problem. Most Nokia phones I researched when I was getting a phone for international purposes myself have a better range than others. I hope this helps out.
