“For the assembly - the adjustment lever is causing me issues - I have tried putting in on twice and both times it won’t lock the seat in place and the handle part doesn’t look like it’s in the correct position... I thought I did it right but I guess not ?”

The handle doesn't look like it is in the correct position but it is. It should be facing down. That is also the only way to get the screw holes to line up. To lock the seat in position you pull the handle up where it is almost horizontal and you will feel it tighten down the seat. It doesn't look right, but it is.

After fixing it Just manhandle the handle it to bring it closer to the seat. To move the seat back and forth just lower it and bring it up to lock in-place/position. Hope it helps.
