It can be if the motherboard supports it and your case will fit it. I'm not familiar with the HP Phoenix so you might want to check the specifications for the measurements on this card and then see if there's enough room inside your case. Then, make sure your motherboard has a PCI Express 3.0 slot (preferably x16). If so, you can pop out the 980, stick this bad boy in there, and you should see a substantial performance upgrade.

I believe the GTX 1080 actually uses less power than the GTX-980 in idle mode (non-gaming functions) and in gaming mode. I have a 650 watt Power Supply and am running a Hexacore 970 (3.3 GHz) processor with 24 GIGS of RAM and there have been no issues. Running Windows 8.1, so I'm not really using the DX12 features of the card, but I'm not a fan of Windows 10.
