Running at 1080p, I idled at around 120 fps so yes, this GPU can easily handle War Thunder at max settings. That is assuming the rest of your components don't bottleneck this very powerful GPU. For your other question, they seem to come in stock every other Monday (or at least they did when I was searching) but they only stay in stock for about 15 minutes so you have to be ready.
