Yes 700 watts will be more than enough for a 3070. Check out some of the PSU calculators online if you question it though.

700 watts will be plenty for the 3070, NVIDIA recommended at least 650 watts so your psu meets the recommendation. The CPU is also a good choice for the 3070 and you shouldn’t experience any bottlenecks unless you plan on running REALLY high refresh rates.

Yes, 700W is 50W higher than NVIDIA's recommended system power for the RTX 3070: https://www.nvidia.com/en-us/geforce/graphics-cards/30-series/

You can even have 550-600 watts and run it fine so you should be fine

I'm more then sure you can but thats if your computer isnt a RGB mess and using all that power... I recommend getting a 850Watt. But just know under or over power isn't going to hurt your computer
