These cards drop at various times without any predictable forecasting. I snagged a 3090 by pure luck. On 1/21/21, I signed up for the HotStock app to monitor inventory. The next day - pure luck - it pinged while I was sitting at my computer and looking at my phone. I had a 3080 and 3090 in my cart but only got to buy the 3090. I'm sure everything was sold out in minutes. For their part, Best Buy is doing a decent job of regulating traffic on the website when these items list. It takes some perseverance and luck, but it's possible.
