As long as BB doesn't put a captcha test at checkout or a simple purchase limit on products, scalpers will always buy everything first and you'll be left in the dust. This is BB's problem, not the scalper's. People need to start making complaints to the Better Business Bureau against BB, amzn, NewEg, etc.
