• Not in the least! Your 3080 has more vram and better rasterization than this GPU. In other words it would be a downgrade. A 4070 or 4070 ti would be an upgrade for you.

• No, the 3080 is better card by a long shot able to go 300+ FPS in stress test while the 4060 ti is around 190+ FPS. I would you say you are set until the next decade.

• NO! In fact it is a DOWNGRADE! The performance of the 4060ti is equivalent to a 3060ti + 10%. It does not even match the 3070 as the 3070 and above outperform this card in every scenario.
