Does this remote work with TCL sound bar null

If your soundbar connects to your TV via HDMI, it's possible that it can control the soundbar volume through CEC. It's also possible to program this remote to control your soundbar through IR. This remote does support programming it to control some devices, but I have no idea if TCL is a supported brand. A TCL TV, I would say yes. But the soundbar uses different IR codes from their TVs, so the Shield remote would need to support both sets of codes.

My Shield remote turns my Sonos sound bar on and off but does not raise and lower the volume.

The remote is programmed through the shield. You can specify CEC or IR commands, so I would suspect between those options you should be set.
