“Does the north american version of the game offer Japanese text? Such as switching the system language or logging in on a Japanese account make the games language change to Japanese text?”

I believe you will have to create a Japanese account on your system and play the game under the Japanese account. Hope this helps

I would say yes. My system is in Chinese and all the in game dialogue is in Chinese. Voices are still all in English.

Yes, there are several languages available to switch between including Japanese. I haven't tried to play the game in Japanese settings per say, but switch the language to Japanese, at least changed the main and options menus also into Japanese before you launch the game.
