Depends on the game. Offline single player games work fine without Wi-Fi, but obviously things like VRChat or Rec Room need to be online.

You can always check which apps will need WIFI by going to the oculus store and looking at the app descriptions. I hope this helps.

Some games like VRchat are online only. Some games like Beat Saber and Journey of the Gods you can play offline once downloaded.
