• Buy a quest. It either won't run or run well depending how low end. Either scenario is not good. Your laptop needs to be VR capable and you also need a display port. Your best off with the stand-alone if you want to get any vr gaming in at all.

• Yes. If your laptop doesn't have a dedicated GPU for gaming like the NVIDIA RTX 20xx series or GTX 16xx series, the quest would be the best option since it doesn't require a PC. You can always opt to the oculus quest link cable to allow steamvr games later on on PC if you want though!
