• Yes you need a PC to get the Rift S to play any games. There is the Oculus Quest though that is a standalone unit that does not require a PC.

• you will need a pc a very good one as it takes a lot to run a vr game, now some vr games you can run on the pc it will ask you via steam would you like to run this game in vr or play on pc.
