Thank you for reaching out. Looking up the ESRI ArcGIS programs it looks like that would run easily on this computer. I also believe that you would have no issues running other graphics or coding applications on this PC. If you wanted to pump it up just a bit, I would add another 8GB of ram to make it 16GB.
