No, they aren't locked, but the Motherboard has to be able to support the same kind of processor socket as the one you want to upgrade to AND the BIOS has to support the processor...AND the motherboard has to be able to deliver enough power to the socket. So, there are a number of things you have to check off compatibility wise before you could upgrade it. So processors that have the same or less wattage, the same or less heat generation, the same connector AND if HP updates the BIOS to support that processor....if you meet all those requirements, then a processor upgrade will work. Graphics Card: That's simple: Yes, you can upgrade graphics cards. The key challenge here is that the computer comes with a 500W power supply. That is rather low in my opinion, so do not put a graphics card in that requires more power than the RTX 2080 unless you also upgrade the power supply.
