• Yes but your e-911 address would be your home address. You can change that but then taxes are set at that address.

• Yes, within the US. I moved to a different city without outside involvement. Area codes are no longer tied to a geographic area (want a Hollywood phone number?). But you can also set up the system to forward all calls to your cell phone, instead. That's probably a feature of the Premier service.
