• You could leave it plugged in but the fact that it’s rechargeable will diminish that battery quicker over time. You can’t charge your phone on it. It’s strictly a lamp.

• Thank you for your inquiry. Based on lamp/fixture (model #CSRD300W), the lamp includes a USB cable to be plugged into a USB outlet, and yes you can leave it plugged into the USB. Don't believe you are going to be able to charge your phone, because if the phone charger fits inside the USB port, it's going to drain the lamp.
