“I know you can use the adapter without having batteries in the Arlo, but IF batteries are left in camera when using the adapter, can they be regular lithium instead of rechargeable batteries? Is this also a charger, or just a power adapter?”

I think the only batteries you want to use in these cameras are the ARLO branded rechargeable types. But if you must use a regular lithium, non-rechargeable battery, with 100% certainty you do not want to plug one of these power adapters into the camera on top of it. These are Charger-slash-Power Adapters.
