- Answer Yes you need playstation plus. And no training mode is not the only mode you can play. Once you have playstation plus the rest will be available.

- Answer You are only going to need Playstation Plus to play "online" with other players. You can still play offline against bots/computer players. Training mode is just one of the features Overwatch offers. They have other modes like Skirmish, Team Deathmatch, and even a somewhat entertaining campaign.
