“I've had issues with mine pulling hair when shaving my face. Is that normal? I'm not using a guard, but I didn't think I was supposed to need one for my face. It seems it worked a decent bit better when I wet my face. Is that OK to do / recommended?”

Yes it can us water and in the shower, you might have to go slow and try different angles
