“Are the voicemails on this device stored on the actual Panasonic answering machine or do I have to dial (ie *86) to retrieve my voicemails from my phone carrier service?”

It can work either way. If you enable the internal answer (button lower left on base), it will light a numeric display on the base to use the internal Panasonic answering system. If that's disabled (display off), your phone service provider would then be the VM source and would work as it always has - that's the way we use this system.
