This is an expansion phone and does not plug into the wall jack. It comes with a base and power cord. N/A

The expansion phone is in my bedroom and only requires an electrical outlet. Yes, it comes with the base & cord. I don't use speed dial so I'm not able to answer that question for you. Overall, I've been very pleased with my purchase.
