Voicemail is through the phone company. The answering machine can be turned off if you have voice mail. Some people don't have voicemail so need an answering machine.

The feature can be turned off using the Answer ON/OFF button located on the base unit. The phone is compatible with the Voicemail service which requires a subscription with your telephone service provider to work.
